The vision of enhancing the stretch of open land in Upper Newlands that runs below Union Avenue, and locally referred to as the ‘Greenbelt’, was realised through the persistence of certain NRA Commttee members.
The greenbelt situated along the lower side of Union Avenue in Upper Newlands was in a poor state: inaccessible in many areas, a haven for homeless people and an access point for much of the crime that occured in the Upper Newlands area.
The City Council allocated funds, based on a motivation by the NRA, to upgrade the greenbelt. Construction was phased over a period of three years.
